History of Wilsham

Stephen Gibson founded Wilsham Consulting Ltd in 2012 to meet the demand for technical expertise in sustainable civil engineering design. Internationally there is a growing value placed on sustainability and water within the natural and built environment.

Stephen first worked for major contractor – Amey Construction in their head office tender department and gained an insight into “design and build” partnerships.

He then worked for leading UK consultant – Hyder Consulting's on their prestigious Westminster City Council Contract. He was responsible for the design of Phase One of the London Cycle Network and a drainage project at the Natural History Museum, London.

He obtained a Degree in Civil Engineering from the University of London, with the support of some of the leading UK professors and lecturers. He was entered by the University into the Institution of Civil Engineer’s Graduate of the Year.

Stephen worked as a Project manager on an assortment of rail projects, including main line work in Kent for Balfour Beatty Rail and on London Underground’s Track Replacement Project. This gave Stephen hands-on practical contractor experience, including managing a workforce on sites in a safety critical environment. Stephen was the lead designer for the London Underground Subsurface Lines (circle/metropolitan etc).

Stephen then assisted Owen Williams/McAlpine with “Innovation” for their bid to maintain London South West rail lines.

His practical experience was the highly valued by Sir Alexander Gibb who tasked Stephen with the production of various highway route options for a railway across Kyrgyzstan to the border with China.

He then moved into the Water Industry,first on hydraulic modelling, then rising fast to become a Lead Design Engineer for Thames Water being responsible for tens of millions of pounds of design and construction infrastructure investment. At Thames he gained a greater understanding of the technical and operational issues in the Water field from many of the most experienced Water Engineers in the country.

Stephen left to set up a civil engineering section in a small Oxford structural practice called Young and Webb. The Civil team grew successfully until being taken over by medium sized structural company – Gifford. Stephen continued to lead the civil team in Oxford and helped advise on companywide technical standards. His engineering law improved with a secondment into the Gifford legal team looking at new contracts and claims. Gifford was subsequently bought by multinational consultant Ramboll in 2011, but Ramboll decided to realign the business to concentrate on major projects and international work and many of the local offices were shut, including Oxford.

Stephen…..

  • works with Universities on leading research in the water field.
  • provided advice to DEFRA in the impact assessment for the Flood Water Management Act.
  • attends meetings of the UK Association of Consulting Engineers – Water Sector Group, alongside Directors representing the other major UK Water Consultancies.
  • serves on technical water forums, including currently – CIRIA 164 committee.
  • studied basic contract and engineering law and has provided independent engineering advice to Thames Water's Legal team.
